Report of massive demonstrations and successful observance of the programme has been received from all parts of the country. Com. V.A.N. Namboodiri, General Secretary, BSNLEU and other leaders of United Forum addressed a massive gathering at Corporate Office (New Delhi) during recess period. They called for intensifying the struggle and make the strike on 19 – 20 May a resounding success. The strike notice and successful observance of to-day’s programme has already created impact on the BSNL management. Director (HRD) called the union for discussion. He offered 4 months’ Basic Pay as IR. Union emphatically told the management that less than 4 months’ Basic + D.P. is not acceptable as IR, Union also demanded that revised rates of HRA be paid according to Central Govt. rates from the same date i.e. September’08. Union also forcefully argued for 5 years wage agreement with fitment benefit at per with executives. The discussion is still inconclusive. Meeting with DIR(HRD), BSNL. GS, SNEA & AIBSNLEA along with other office bearers met DIR(HRD) and discussed a) Non finalization of R/R for STS equivalent and above (Group A R/R):- We strongly protested against the non finalization of the R/R in the Board meeting held yesterday even though it was placed before it two months back on 26/02/2009. If the Management was serious on the matter, it would have definitely cleared in this Board meeting. We clearly told the Management that further delay is not acceptable to us as the agreement was reached almost one year back on this issue and the entire Executives are waiting for almost nine years of formation of BSNL for this R/R for their regular promotion. We also made it clear that we will not accept any proposal in the name of BCG on the already agreed HR issues. DIR(HRD) informed that the Govt. nominees in the Board made some suggestions and sought some more details which has to be further discussed in the Board meeting. He assured that the R/R will be finalized in the next Board meeting itself as assured to us and he will take full efforts for the same. Since CMD, BSNL was out of station we could not meet him on this serious development. b) Implementation of additional DA of 9.4% for fixation of pay as per the DPE order dated 02-04-2009: We strongly pleaded for the implementation of the Govt. decision taken on the IDA for pay fixation w.e.f 01-01-2007 based on the recommendations of Group of Ministers (The GoM formed after the strike by the Oil Sector Officers Association). For pay fixation DA has to be taken as 78.2% instead of 68.8% as per the revised order. DIR(HRD) informed that the profit of BSNL also has to be taken into account as it is having financial implications. Since it is a Govt. decision applicable to all CPSUs for pay fixation, BSNL is having no other option, but to implement the same, we informed the Management. We will chalk out our future course of action on both the issues after meeting CMD also in this regard.c) Transfer and postings in the cadre of SDE/DE etc. The pending request transfer cases in different cadres also discussed and the personnel section is issuing a consolidated list of transfer orders. 16 th April 2009FINALIZATION OF RECT. RULES FOR STS EQUIVALENT AND ABOVE (GROUP A R/R): The BSNL full board meeting held on 16/04/2009 not finalised the R/R. It is learned that the directors from DoT made some suggestions which has to be discussed further. The proposed R/R approved by the management Committee was placed before the board in its last meeting held on 26/02/2009.

BSNL Latest Wage Revision Latest Views of other Unions
TAMILNAD CIRCLESatanic versus of BSNL Management(Rejoinder to its Letter dt April 22, 2009)At last BSNL has shown its true colors. The devil is now in its own scriptures. It talks much about the ill-affordability during our wage negotiations. We have cautioned enough about the evil designs of the management- Unfortunately BSNLEU fails to grasp the need of unity to face the irresponsible and adamant management. Non-Executive unions should come out from their world of ego and unite to speak in one voice. We should not carry forward our in fights too far when we are in demand of acting in unison and in time.BSNL Management is in its fool’s paradise and in day dreaming to play its dirty monkey business in the arena of multiple trade unionisms. We should not allow it to happen. Non Executive unions should prove our mettle that we should not fall prey to the BSNL’s divisive ruling tactics.BSNL management has issued a letter to all CGMs with a copy to the applicant unions and one D O letter by Director HRD on April 22nd to BSNLEU. It is not our duty to defend BSNLEU for all its failure like not bringing utmost unity, being unstable etc. Our duty/ task are to defend our non-executives in terms as a whole. Advance:-Regarding advance the management was all along very tactful and avoided settling the issue even after knowing that the case was favoured in many industries. BSNL wantonly delayed utilizing the vacillating position of BSNLEU. After Officers got their arrears, the issue becomes so sensitive. The management has started feeling the heat after our call of Dharna / fast etc. Now BSNL is claiming much about its logical- reasonable offer of 3 months basic pay as advance i.e. 12000 minimum. This offer is neither logical nor reasonable. BSNL management is deliberately shutting its eyes and not seeing the orders of other PSUs. Many of the PSUs have already issued orders and the minimum is Rs 25000. BSNL calculates the arrears on the basis of 10% fitment (for 5 years settlement) and prescribes Rs 400 as minimum jump. We should totally reject this dole and fight to establish our right for getting the due share.Periodicity:-BSNL management is louder about 10 year’s periodicity. Where is the guideline for 10 years? Can BSNL management show a single line to substantiate10 years?. After 01-05-08 guidelines ‘10 years’ periodicity’ has gone. BSNL has no authority to speak about 10 years and play foul. Various orders, issued for the revision of pay scales of executives mention nothing about periodicity. Regarding periodicity the following are our points to ponder.• Not below 5 years is the only mandatory condition• BSNL management claims that in a company wage revision period should be same. This is not a mandatory condition in any of the guidelines. If it is same, then it is good but that is not a mandatory condition.• There is no guideline to link periodicity with fitment- i.e. 10 years means 30% and 5 years means reduced benefit- 10% • There is no guideline to link periodicity with pension also.• The only other condition is ‘decision of the administrative ministry’. We quote: “The administrative Ministry/ Departments concerned with the CPSE’s may take a decision as a case by case basis for the periodicity of wage settlement below 10 years but not less than 5 years with the approval of their minister” Neither the BSNL nor the recognized union with its allies since 01-05-08 has evinced any interest to take the issue to the ministry or the MOC.• The argument of the BSNL management is highly fallacious and it is distorting our demand by its interpretation as if we are demanding wage revision with a periodicity less than that of executives. No body has placed any such demand and BSNL is deliberately creating that picture. Nobody in the executive side knows their periodicity. So the question of less or more periodicity comparing executives does not arise. We are placing our demand only according to the DPE’s mandatory guidelines that it should not be below 5 years. • We couldn’t understand the BSNL’s double talk regarding seeking approval from DOT. They claim they are so powerful to explore 5 yearly wage revisions without DOT’s approval if the fitment formula is suitably lowered. We don’t know, on what basis or authority BSNL is advancing this argument. Then why BSNL is dragging DOT in the picture for 5 years with 30% or more fitments. There is no guideline as- if higher fitments then seek approval from DOT. • COAL settles the issue of 5 years, there is no guideline to exempt coal alone for 5 years. Unions in other PSUs are all fighting for 5 years and demanding more than 30 % fitment. COAL employees got 52% fitment in the last 10 years by two ‘5 years settlement’ Their executives are yet to get their pay revised even after 10 years. There is no such ‘same period of wage revision’. Coal is also having their own pension scheme• Even for executives’ if the political climate is so favourable, then they may get the next pay committee after 5 years. If non executive unions can achieve the 5 years then that would help the Executives also to follow suit. .Fitment:-• The uniform fitment ‘30% on basic plus DA 68.8% (Now 78.2%) as on 01-01-07’ is the guideline issued by DPE dt 26th Nov 2008 (MOC/ DOT vide its 61-01/2009-SU dt 27-02-09). It is not a general guideline for Bi-partite wage negotiations (BWC) to be quoted as a ceiling. There is no such guideline from the DPE fixing any percentage as ceiling. • BWC of non executives may have any fitment even more than 30% but it is all according to the bargaining strength- unity and of course affordability of the particular industry. • On the question of affordability, the DPE guidelines dt 26-11-08 speaks very clearly. . “The CPSE’s which are not able to adopt revised pay scales (2007) may give an increase on the basic plus DA drawn in the pre- revised scale as on 01-01-07, with a uniform lower fitment of 10% or 20%, depending upon their affordability, with the approval of their Ministry/ Department”• BSNL has not considered this option of lower fitment of 10% or 20% and the order was issued for 30% as it is affordable to provide the fitment for Executives.• Take the question of PRP. The guideline is • “Affordability for implementation of pay revision:…. CPSEs that cannot afford to pay full package can implement with either part PRP or no PRP. These CPSE’s may pay the full package subsequently, provided the dip in the profit (PBT) is fully recovered to the original level” • In the ‘PRP’ case also CMD BSNL has issued one letter on the New Year Day itself (01-01-09) that executives could have PRP only instead of the present PLI. BSNL does not care about the affordability and ready to join the ‘PRP club. • The reply of ill- affordability given by BSNL for our demanding higher fitment is farce and discriminatory in nature.Whenever we cite the facilities and pay scales enjoying by the higher-ups, they get up set and sour. We cannot be a blind ally to their whims and fancies.• Take the scale of CMD 27750- 750- 31500. If he has to get the so called uniform benefit of 30% then his starting scale should be 27750 *1.688*1.3= 60894.6 say even 61000- but the scale starts with 80000 Taking end scale 31500 then 31500*1.688*1.3=69123.60 rounding that it may be 70000 only- but the starting scale is 80000. How can the BSNL establish that the fitment is only 30% and not above 30%? For E9 scale also (which one we want to compare and restrict ourselves on reliability) we can deduce higher fitment not the so called uniform 30% fitment. The same is the case of Directors also. All the higher ups were ensured with higher scales and in that way the fitment discrimination was so subtly designed. • BSNL management is defending its arguments by quoting the DPE guidelines dated 9-11-2006. “2. (viii)… It has been ensured that such negotiated wages would not come in conflict with the pay revision of officers and non-unionized supervisors of the CPSEs”.The same guidelines are only helping us. Why BSNL is creating rift by offering lower fitment when the guideline is clear about “NO CONFLICT”UNITE TO FIGHT:BSNL is unnecessarily harping on ambiguities and not seeing the writing in the wall. BSNL is causing heavy damage to the industrial relation. It is fully responsible for the industrial unrest that is smoldering. Five-yearly revision with 50% fitment benefit would alone protect the relativity. Management may not mind about the relativity and may try to lower it further but we should mind it. The need of the hour is unity. BSNLEU should come out from its obsession of copyright, first respect ‘Parivattam’ attitude. All the non-executive unions should join together and prove that we cannot bare any non-sense.Let ‘May’ unite us all and let us go together to the arena of Strike.23-4-09

Rural areas fuel telecom growth in India By IANS Friday,24 April 2009, 00:22 hrs Comment(0)PrintForwardNew Delhi:When most sectors are bearing the brunt of global economic slowdown, India's telecom industry is continuing with its high growth saga, thanks to the expanding subscriber base in the rural areas.India last month saw the highest number of subscriber addition, 15.87 million, about three times the population of countries like Finland, Denmark and Singapore. A majority of the numbers were from the rural market with the urban market becoming more or less saturated. The mobile handset replacement market and the switch from landline telephony to mobile telecom have also been the driving force for such robust growth."The overwhelming number of connections that are added every month is due to the reach of the network to those sections of society it had never touched before," T.V. Ramachandran, director general of GSM operators' lobby Cellular Operators Association of India (COAI), told IANS.The country, which already boasts of the second-largest telecom user base in the world after China and ahead of the US, now has 429.72 million telecom subscribers, in both the wireless and mobile segments, with a record growth of 59.48 percent last fiscal.According to the industry watchdog, Telecom Regulatory Authority of India (TRAI), the overall tele-density in the country reached 36.98 at the end of March."The current numbers have exceeded our forecast also. And with this pace, we should be able to achieve about 800 million subscribers by 2012," Ramachandran said. The key factors driving the voluminous growth in rural areas are affordability and government policies.Sunil Dutt, country head of Samsung's telecom division, is also upbeat about the industry's growth rate."We expect the mobile handset market to grow by 10-15 percent this year, largely driven by first time users in the tier II, III, IV cities as well as the replacement segment in the metros and larger cities," Dutt said.With almost 13 million new connections being added every month, the industry's prospects are bright, he said."Also, with both the handset makers and the service providers working towards expanding their penetration and customising their products and services for the semi-urban markets, I see the mobile sector in India sustaining its growth," Dutt added.However, some telecom experts believe that this is just a temporary phenomenon and the high growth rate would continue for a maximum of 8-10 more quarters."These numbers would continue for 8-10 quarters, owing to low sim card prices, but then for how long will these sim cards produce money for telecom operators? This is a major issue," Jaideep Ghosh, communications director of global consultancy firm KPMG, told IANS."The growth is good, but the penetration of telecom services in the rural areas has not been impressive," he added.COAI's Ramachandran also said, "No matter how many millions of subscribers we add, the penetration would still remain at 60-70 percent even after two-three years."Talking about the challenges ahead, he said a very limited spectrum was available for many players in the market. Moreover, the government needs to reduce duties and levies to spur greater growth."This sector delivers the most to the country; yet we don't get any benefit from the government," Ramachandran said, adding: "We deserve the best support owing to the unprecedented growth."
